I haven't been able to log into Facetime or Messages for over a year.
I kept searching Google for answers and trying the steps listed. Nothing seemed to work to resolve the problem. Then I found a thread, where one of the posters said they called Apple support and found Apple had put a lock on their account. It was because Apple thought their account may have been hacked. It turned out that was my problem, too. I spent 45 minutes on the phone with Apple support and then she entered a 1` time exception to my account. That let me log in and reset my password, etc. It's funny because the only thing it affected was Facetime/Messages. Everything else connected to my Apple ID was working. IE, the app store, iTunes, and iCloud all worked just fine.
I'm posting this for other Mac users, in case you have the same problem.

Thanks for that information. I’ve seen this kind of thing with Apple before.

Thanks for that information. I’ve seen this kind of thing with Apple before. I did so many searches for the problem and tried all the other stuff. Buried in a couple of the results 2 people said this was their problem. If I hadn't kept searching I wouldn't have found this answer. So I have posted it in a couple of forums I'm a regular on, that have a computer sub-forum. If it helps one other person it was worth posting.

In my opinion, Apple has always had problems with transparency and owning their responsibility to customers.

I don't use a single thing made by Apple nor plan to ever.
