Enya has always been known for her lush and serene music using mostly major progressions, but for this song, she went with something non-diatonic and dark. Quite unusual for her, and if I remember correctly, this progression is also used in Darth Vader's theme song, "Imperial March".
"Tempus Vernum" is Latin for "spring time", so I'm a bit perplexed as to why it's so dark. Maybe she hates spring as much as I do.
